Use the HVAC filter recommended for the system and follow the equipment maker's instructions. If you suspect construction debris entered ductwork, ask for the condition to be documented. EPA says cleaning may be considered when excessive dust or debris is released from supply registers; a visible layer on a register alone does not establish that.
